<description>This morning, Andrey Zatoka’s sentence was commuted to a fine at his appeal in the Dashovuz Oblast Court.  He is finalizing documents and on his way to Russia.  The international community is continuing to monitor the situation closely until Andrey arrives on Russian soil.  He is scheduled to arrive in Moscow on Saturday, November 7th.</description>
